The story happens in the past. That's why it's called a story because it's already happened and we know how it ends so that we can tell others about it. Therefore, when we write a narrative or a story, we use past tense, which includes past simple, past continous, past perfect and possibly conditional type 3. If the story happened in the present time, it was not a story, just a present event and we didn't know how it ended and couldn't tell others about it.
